Wild wild seas this weekend. Orange alert everywhere. Conditions that have killed repeatedly. Avoid the sea in the Canaries, and the coast really, over the next few days if you don't want to be swept away, that is. With an alert in place, the regional Government charges for rescue or body recovery.

It's universal and universally appalling. Even a neighbour of ours in the middle of nowhere is now 3 years waiting for a stmp on a licence already officially approved but the funcionario responsible is off sick, and has been for 18 months, and god forbid anyone else can stamp it. I think, unlike the case of your replies, the evidence will almost inevitably be anecdotal, but anecdotally my own inbox backs it up strongly. It was taken as a menu of options for the UK to pick and choose from, and pretty freely.

Agreed. Often, as now, councils have taken preliminary measures, tapes and barriers and the like, but they're ignored. I find I'm increasingly angered by the victims who endanger the emergency services!
