They tried this before with cancelling tariffs on Canada and the House and Trump ignored it and the Republicans can prevent it from a vote in the House. Even if it were legislation, Trump could veto it.

Even so, that's a really ambitious target and probably the best Canada can hope to achieve. Geography is going to keep Canada dependent on the US to a major extent.
