Implication is this is a federal compromise. Not sure how much that matters when so much of the problem is at township/county level. Unless part of the renewables deregulation is overriding those local siting decisions.

It is, but the important thing is that a candidate can't readily distinguish "this person didn't vote because they care about some issue that i don't" from "this person didn't vote because there was something good on TV", at least not at a population level (they're not reading your posts)
