Tanking should be a roster construction process not a game to game process. Make your roster bad, take on bad contracts for picks etc etc but once you actually have the players you should be trying to play as well as you can for each game.

Just like different plowing equipment as well. Afaik the city has a limited number of small plows for use on trails and separated lanes. No point using those on roads.
