That we should punish municipalities first, the largest crisis is social/affordable housing which was always traditionally supported/built by the Feds. I am all in on the terrible restrictive zoning, Nimbyism and sprawl issues Munis govts created and fully agree with you there.

I have to push back for some context, if the question was affordable & social housing. I would be putting the federal government at the top of the list as they stopped building social housing in our communities decades ago. I still put them 1st otherwise for brutal decline of infrastructure funding.
