I really recommend Irons's _War Powers: How the Imperial Presidency Hijacked the Constitution_. it was published in 2005, but speaks to similar issues going on today. There's really been a culmination of power under the executive to go to war w/o support from congress, let alone an opposition party.

You might consider that is in its own way chauvinist - both treat the U.S. as the axis around which world history turns, and both flatten complexity by making every event primarily a story about America. One just flips the moral valence.

I mean your main problem here is that the concept of red-brown alliance predates Trump by like a hundred plus years and can observed in different states not just America.
