This isn't true. It's a reflection of how the "health insurance" category in CPI is just the profit margin of insurers. All medical spending (and thus, most premiums) are reflected in "Medical Care Services", which the data shows have increased a lot over the last year (6.9%

To be specific, the "health insurance" category is weighted at 0.89% of all CPI. Medical care services plus hospital services (paid mostly by insurance), is 9.5% of all CPI.
