At the risk of pedantry: I always understood the "pluribus" to mean solely the 13 colonies or states. Is your ascribing it to the Founders as being about people historically accurate? I know its been used that way for a long time but don't know when that idea started.

If I'm reading the various responses correctly, the answer appears to be that "very often isn't," meaning people with in-field knowledge are saying that a system that recognizes treatment as changing how disability works will be abused rather than used as described and as Mr. Cohen and others hope.
