Maybe, after Congress extends the ACA subsidies and resumes payments to ERs nationwide for abiding by the "no refusal of care" law that Regan passed, they could pass legislation converting the for-profit health industry into non-profit care.

What gave insurance companies the courage to increase premiums by 20%, 30%, and now 114%?

Congress didn't stop them.

Not state legislatures, not federal legislatures.

No laws with enforceable consequences that hit for-profit businesses right in their revenue.

During the hullabaloo that was the anticipation of Obamacare being signed (3/23/2010), insurers warned us our rates would skyrocket because they now had to cover preexisting conditions. That "jump" was 14%.
