Nowhere.

I suspect that you could seize the e-motorbikes or fine the rider based on existing laws (too powerful motor, no chain, riding on the pavement, no lights). Perhaps then we could focus on legalising e-scooters, fixing pavement parking and building safe active travel infrastructure.
