Yes to the 2nd. It means that the judge is obligated to release the offender and cannot hold her in jail while she awaits trial. Not bail eligible means it’s not an offense for which bail is required. I *do* think however that judges are allowed to hold offenders if they show they’re a danger.

Recall for example the “affluenza” case in Texas where a young man killed a bunch of people. The judge who let him skate was a Republican. Then DA Katz, who is not a leftist by any measure, let Xing Long Lin’s killer walk with no consequences.
