Back to the browser tab from "find my senators." Clicked on the second senator. Password manager filled in all the MANY FORM FIELDS super-quickly. Used copy-paste from my notepad to fill in the subject line and body text.

For the body of the message, I wrote:

AND
2. Vote NO on the Republican spending bill.

Then I opened a notepad and copied my subject line and message into it.
