I agree that 15% is too low but as a researcher funded by multiple federal grants at an institution taking 57% overhead I can tell you I don’t get 57% of the value of the funding I bring in back in those services you cite. Middle ground should be found that sends more money to actual research imo.

The damage may be irreversible though. The vast network of NGOs and their employees (not to mention their families and the beneficiaries of the work in the field across the world) will not make it through layoffs and 90 day furloughs. The finances of the actual boots on the ground have been gutted.

This should be a five alarm fire not just for individual researchers concerned about their current or future grant funding, but for every institution of higher education and their continued accreditation and financial solvency. We can debate the outrageous %'s of overhead here but it's existential.
