Yes, that effectively makes it a shorter sling. Long slings require different techniques, but one that's maybe forearm+hand length isn't that much different than throwing by hand.

I'd like to see some typical fantasy setting where elves are good with bows, orcs like axes or whatever, but humans are unmatched when throwing or using slings.

One of the best things about slings (at least short slings) is that the learning curve is almost nonexistent. Humans are *great* at throwing stuff!

Gold would actually make great sling ammo. It's 1.7 times as dense as lead, though it's softness might result in poor penetration against armor or sufficiently sturdy creatures.
