I found it weird in Vancouver that the bike share users fund the subsidized share users instead of the city. Seems like a way to inflate the cost and discourage the full cost users. Even looking at the monthly rates here, I wouldn't be able to just it instead of a transit pass or buy a bike.

Or even taking away one lane of parking or one driving lane on side streets for more seperated sidewalks/bike lanes. People don't use the car lanes as seen in this picture. That's the only way ice and snow can build in this pattern.
