I have to recommend "A Proper Gentleman"by Vernon Scannell, a book recounting his time as 'poet in residence' in Berinsfield, South Oxfordshire for a year in the early 1970s. It is both intentionally and unintentionally hilarious.

and outside of cities? for example, all the priority schemes in the Didcot LCWIP have a (very loosely) estimated cost of Β£100m... multiply that by every town in the county plus strategic links between them and we could more than spend the whole UK allocation just in Oxfordshire

I think Kevin is making a different point - whether the emissions reductions are sufficient to hit Paris targets, etc - which they are not. But if people are aware that some reductions have actually been achieved, more chance of them being on board to try achieve more extensive reductions.
