Factors that may mitigate drop:
1) Market is more broker-dominated than pre-ARPA; brokers will try to retain clients, encouraging downshifts if premiums for last year's plan unaffordable.
2) Silver loading has increased in many states and provides more downshift options... 3/

Will the gap between OEP signups and average monthly enrollment exceed the gap in 2016, a 21% diff? Maybe, maybe not.

Factors suggesting larger drop:
1. Unprecedented cost increase for subsidized re-enrollees.
2. Much higher auto-re-enrollment levels than in pre-ARPA era
