The updated estimate (114% avg premium increase) is based on actual 2026 conditions -- the subsidy schedule published by the IRS, and the rate requests filed by insurers.

That's why auto-reenrollment was historically more prevalent in SBMs and for the most part worked out okay there.

OTOH, a surge in auto-reenrollment in the SBM in 2025 was prob something of a red flag.
Conversely, insurers some state exchanges may already (or soon) be giving out accurate information, with net-of-subsidy premiums based on the benchmark and adjusted for any income updates enrollees have provided.
In past years, Sheron Sidbury told me that Maryland does this by Oct. 1.
In hc..gov states, insurer notices at this point are notoriously inaccurate.
