IMO, the way to oppose Trump is via democratic reform, labour and human rights protections, funding of public services, arts, and academics, etc., ie, to build the opposite of what Trump wants. Carney’s entire strategy assumes that Canada’s problem is economic: tariffs and a capricious US. He’s wrong.
The real problem is that the US has embraced dominance as its governance strategy. As a result, Carney’s policies simply aren’t suited to preserving Canadian independence.
