Councils need to act proportionally when they only get 1 or 2 complaints.

It is the Sydney Jones Library, part of Uni' of Liverpool. They connected it to the building to the north (in your other post) to extend it in the 2000s, but this original section still held most of the books.

I wonder what it has cost to buy-out the advertising contracts?

Glad to see my photo of this monstrosity getting another outing! Last time I passed it had been replace by a printed banner thankfully, but even that was a while ago now.
