seems entirely voluntary like Law Clerk Hiring Plan. As a chair, the incentive is mostly not having to coordinate the availability of so many people. A day when we know candidates need to make themselves available is nice!

The takeaway: criminal regulation of public order has largely been delegated to cities, but public order should be treated as a statewide concern.
