You're confusing people in ICE detention with people in Massachusetts DOC prison custody. When the DOC receives an ICE detiner the processing of that detainer SHOULD include notifying the inmate so they can plan their life accordingly. It sounds like the DOC is bizarrely keeping detainers a secret.
