I don't think there has been any official announcement. Some commenters in the subreddit claim inside info about "reducing server load" but without evidence.

I've got nothing for how this could be argued better for the user. Reducing the search effectiveness can be a way of reducing load on the system, by frustrating users until they go away.

I assume the simple, depressing truth is that most of their users require only moving pictures and sounds from their devices.
