Sorry about your hr person. Keep asking questions til you get your answers. If you can gather data about your current year expenses that could help you make a decision for future years. Especially knowing that you won't lose money in your HSA (if appropriately invested)

HSA's do roll over but
I think the rules are different than for FSAs. Hopefully your HR people have some resources for you? HSAs are decent because they are triple tax advantaged.

Before I retired that was true for an FSA. For HSA corporate contributions were twice a year. I seem to recall that HSA needed to be funded before you could use it. But I could easily be wrong
