I am definitely in favour of avoiding the by elections as they are costly & participation is poor. I have wondered about the feasibility of a co-opt/list for independents, though, as by their nature, they can be a more mixed bag in terms of political beliefs. A deputy system gets around this.

Given the success of the Republic of Ireland's scheme, and Wales and Northern Ireland launching their own schemes, I believe Scotland needs to revisit launching their own scheme. Surely Labour won't be as petty as the Tories were in blocking it?
