The child tax credit is given to individuals who don't owe any federal taxes, married filing joint requires only one parent to have a s.s number, a single file will have to have a s.s number

With the EIC and child tax credit the annual income for this family making 31,000 will actually be about $42,000 with free healthcare. But if you're saying that the Canadian family will keep all or most of the $60,000 with additional federal kickbacks, than yes, it is a big difference

The Canadian family would probably pay at least $12,000 if not more in taxes. The US family wouldn't pay any and would receive EIC of $7,000 or more from the government.
