So, our recommendations: 1️⃣ Strengthen instruments for a targeted ramp-up of H2 in inudstry in the power sector, e.g. CfDs. 2️⃣ If a green gases quota is considered, exclude blending and focus on H2 offtake in industry. This will make it more transformative, easier to implement and protects consumers.✅

2️⃣In the mid to long term, when the quota ramps-up significantly, this will put a financial burden on gas consuming households. But many of them can't (easily) move away from gas (financially or because they're tenants!). They might end up paying for green gases that will mainly be used in industry.

So what's the catch w/ the quota? 1️⃣We need more support for H2, but a plain quota might actually not do anything for H2. It depends on how "green gas" is defined. Instead of H2, the quota might be fulfilled with biogenic gases. But their sustainable supply is limited. Not what we want to encourage.

Don't confuse this with blending green gases like hydrogen (H2) into the gas grid itself. A supplier can sell H2 through a separate grid to meet the quota. In fact, blending a valuable resource like H2 into the fossil gas grid is a bad idea. We need it in its pure form, for example in steel plants.

In a nutshell, a green gases quota ("Grüngasquote") mandates an increased share of "green gases" (which need to be defined) to be sold in the covered sectors. The basic idea is that this ramps up to 100% eventually, perhaps like this.

Fun fact (which blew my mind): CO2 emissions from China's iron & steel sector are nearly twice as large as emissions from the country's entire transportation sector! And cement production in China is also roughly equal to transportation emissions. Industrial decarbonization is the next frontier...🔌💡

This study summarises the key findings of our work on the global steel sector.
Resilienz ist ein zentrales Motiv der Strategie. Als Absicherung gg. hohe Kosten und f. mehr Resilienz sind die Importe von H2-intensiven Vorprodukten, z.B. Eisenschwamm + Ammoniak, eine wichtige Ergänzung. ⚙ Die Importstrategie zeigten diesen Pfad nicht auf. ❌

Voraussetzung für alle Importe: 1️⃣ Die Finanzierung der Pipelines muss zw. den Staaten geklärt werden. Die Strategie sagt nicht konkret genug, wie das gelingen kann. 2️⃣ Die Nachfrage in DE muss gesichert werden, d.h. in Abnahmeverträge münden. Z.B. durch eine ambitionierte Umsetzung der RED III.

Unser Ergebnis: Pipelineimporte an erneuerbarem H2 können 2030 bis 2035 schon wesentlich zum H2-Aufkommen in DE beitragen. ✅ 60 - 100 TWh sind bis 2035 denkbar. Vor allem die windreichen Länder im Norden können gut angebunden werden. Die Distanzen sind kurz und es gibt keine Transitländer.

Germany to Fund Only a Fraction of Its Gas-to- Hydrogen Plan
Important update on 🇩🇪DE power sector / hydrogen: Bloomberg reports that the DE government is delaying tenders for H2 power plants to 2028. DE will require around 60 GW flexible generation capacity (like H2 plants) to decarbonise its power sector. But these take ~7 years to be operational after FID!
