The Soviet Union didn't end because of the actions of an outside force; it ended as a result of its own actions. Glasnost and Perestroika interacted with growing nationalisms and the hollowed out weakness at the centre couldn't hold it together anymore

I would argue that while there were lots of changes and a general relaxation from about 1986/7 onwards, there was a baseline adversarial thread between the US and the Soviets, that until the Soviets ceased to exist was always going to be there.
