It might not be quite as stupid as it sounds, a QR code can be read just as easily from a video or photograph as it can in person, you don't have to walk up to an agent with your phone out. Paired with a requirement for human readable visible names and badge numbers, it would be an improvement.

I briefly had a job that required moving canisters of compressed gas between floors in an industrial facility. N2 and CO2, so inert but still an asphyxiation risk. The rule was that we put the gas in the freight elevator, sent it to the floor, then exited and took the stairs.
