The demonstrable harm of ai use, and of the pollution caused by the data centers, is exponentially more than measurable social media harm.

Generally when something is extremely bad for society and popular we use legislation to make it difficult. Drunk driving was very popular. Littering was very popular. Corporations dumping waste into waterways was very popular.
