It's also quite easy to make mods without needing to program - I used to make quests for Morrowind

I learned by using Ink to write my own choose your own adventure stories, which doesn't need any programming knowledge and has an API so if you work with a programmer it can be used directly by a game. Twine is a bit more complicated to get started with but I've seen the API used more in indie games

One or two people on a larger team with no branching experience can work at long as you have other people who do have experience. Otherwise, it's very easy to make stuff yourself with ink or twine
