I think we are talking about different things because that’s exactly how it works. Example: Michigan engineering

Yes, but to operate in a state you have to follow the laws of that state. For example, MI and NY have strict laws about engineering so national engineering companies have special entities incorporated in those states. South Carolina requires a Certificate of Authority to transact business, etc.
