I don’t see the players agreeing to a salary cap (just ask Bryce Harper 😆). They already have one sort of anyway with the luxury tax. The Floor is the answer.

I have what I think may work. MLB needs a team salary basement rule. Let’s start at $150MM a season. Then, Castellini will whine and be forced to sell the franchise for what is now valued at approximately $1.3B. All owners have money. Make them spend some of it or get out of ownership.
