Because both reform and the tories are in opposition. It is certainly POSSIBLE that labour gets leapfrogged but its much much harder, and strictly speaking of the best force to stop reform is the one with the most mps and is in govt

Labour are in govt and have more mps so they have better structural forces in their favour whereas doing the same from 3rd or 4th place is incredibly hard
