That is, if i am understanding the map correctly: is it maximum amount of fatalities from one TOR, or how many TORs have lead to deaths?

Im afraid some of it is incorrect: We have had many killer tornadoes in Poland, just off the top of my head: Lublin 1931 F4, Błotnica strzelecka 2008 F3, Radomsko 2008 F3, February 2022 tornado outbreak, Barlewiczki 2012 F3. All of these events killed at least one person.

The false part - the West Pacific (where Halong originated from) is having a below average year so far across all metrics, especially for ACE & typhoon days.

The East Pacific is above average for number of storms/hurricanes & near average for ACE.
