I've reached out to Health Canada to see what role, if any, the federal government can play to sort this out.
I also got wildly different data from BC & AB re: the number of BC patients accessing health care in AB.
Per BC Ministry of Health, 1,793 patients accessed AB health care in 21/22
Per AB Ministry of Health, 21,643 BC residents received "insured hospital services" in AB in 21/22.
Then B.C. Health Minister Adrian Dix chalked those challenges up to internal AB political decisions.
Then (also current) AB Health Minister Adriana LaGrange wouldn't do an interview.
An AB ministry statement didn't adequately address the issues beyond PR-speak.

The challenges of Kootenay-based patients face when accessing health care services in Alberta has been a long running issue, and the excuses are many.
I tried to get to the bottom of it a few years ago.
Restoring East Kootenay-based patients access to Alberta's health care system and addressing illegal dumping & vehicle abandonment in rural areas were two priority issues identified in a meeting of local, regional, provincial and federal elected representatives.
