This is my whole problem with the way institutions are handling all of this. There is an odd assumption that by giving these exceptions and cutouts. Enforcement will behave and do so above the board. But the reality is that they will just start labeling all of these as “attempting to flee.”

Language is confusing. “Lowest month” makes it sound like there are less job cuts. When it’s actually saying there are more job cuts.
