When Bay Area municipalities pursue land use policies that export housing demand to sprawl-heavy areas like Riverside, this does not reduce resource consumption, because the people still exist and they still consume resources. They just consume them in a less efficient manner.

The key thing here is that none of this has anything to do with actual population growth. It's all about where those people are located. Are they in SF? Tracy? Riverside? No matter where they are, they still exist, and they still consume resources.

Because the core was unable to export housing demand to a fourth tier of suburbs, demand in the core and the inner tiers rose, but production constraints prevented that demand from being met. The result is higher prices in the Bay Area and the export of demand to other metros.

In the Bay Area, we started out with SF/Oakland as the core. Tier 1 was Richmond, Hayward, etc. Tier 2 was Concord, Dublin, etc. Tier 3 was Antioch, Brentwood, etc. Tier 4 would be places like Tracy, but Tracy is so far from the core that the system broke down.

You're still not getting my basic point, so I'll lay it out in more detail.

Dubai went from 1M in 2002 to 3M in 2022, a 5.4% growth rate.

Mexico City was 3.4M in 1950 and 8.8M in 1970, a 4.9% rate. So close!

So it's doable, but 30 years is probably more reasonable.

This ties back to my original point. We're not comparing water use by people and alfalfa, because those are two different species. We're comparing water use by people in dense urban areas with those same people in exurban sprawl.

On the subject of basic familiarity with numbers, growth happens over time, not in a single instant. :)

For example, if the Bay Area's current population is 7 million, and the target of 20 million is for 20 years from now, the annual growth rate is 5%.

I thought it sounded pretty silly. Other large metros generally build infrastructure to keep up with demand. I'm not sure why the Bay Area should be any different.
