In the Bay Area, we started out with SF/Oakland as the core. Tier 1 was Richmond, Hayward, etc. Tier 2 was Concord, Dublin, etc. Tier 3 was Antioch, Brentwood, etc. Tier 4 would be places like Tracy, but Tracy is so far from the core that the system broke down.

Shenzhen hit 1M people in 1991. In 2011, it was at 10.5M, a 12% growth rate.

Dubai went from 1M in 2002 to 3M in 2022, a 5.4% growth rate.

Mexico City was 3.4M in 1950 and 8.8M in 1970, a 4.9% rate. So close!

So it's doable, but 30 years is probably more reasonable.
