(tasmania: so first of all, how do you even split the state into six? franklin (love it as i do) is already weird enough! and secondly, the state parliamentary implications are wild (because historically the HoA has used the HoR divisions as its basis))

this is basically where i've come to while trying to put together a JSCEM submission. 14 and 16 don't go far enough, 20 has VERY difficult implications for tasmanian redistribution on most recent numbers. bonus points to 18 for giving us odd-numbered half-senate elections.
