My thought on this is economists spend a lot of time arguing about which variable 'causes' which other and causality just can't work like that. We are dealing with abstractions that are jointly determined by things that happen in reality.

He seems more aligned with your own, eg in the case of china he argues that forced saving is absolutely a result of government policies to reduce consumption.
