Defense Minister Pistorius warned in the Bundestag that any forced Ukrainian capitulation would only strengthen Putin and encourage other autocrats. He outlined three core principles for peace: no unilateral territorial concessions, a strong Ukrainian military backed by real security guarantees.

The Swiss Government, however, strongly resisted all our efforts and engaged in delaying tactics. With these negotiations still in course, I called in the Swiss Minister, Charles Bruggmann, on July 14. After emphasizing the traditional and inherently friendly relations between our peoples and Governments, I said I had already discovered that some of the countries listed as neutral did not seem clearly to appreciate the serious situation of countries like the United States. We, I pointed out, were losing thousands of lives, we had 8,000,000 armed men fighting on all battle fronts, we were spending $200,000,000,000, and we were supplying Great Britain and Russia to an enormous extent. “It’s not unnatural,” I said, “that Swiss businessmen should ask the intercession of their Government with ours so as to retain as much trade with the Axis as possible. I saw this happen to a great extent during the First World War, and I’ve seen it happen in this war. The Swedes pleaded with tears in their eyes for some time against what they regarded as excessive requests of the Allied nations to limit ever more the Swedish exports to Germany. Their main argument was the possible loss of coal from Germany, whereupon we suddenly discovered that they had coal on hand to keep them supplied for a year. “When the United States is losing lives right and left and is spend¬ ing enormous sums of money because of neutral aid to the enemy primarily in order to gratify some businessmen, the question becomes most serious to this country.”
The dark side of neutrality (from the memoirs of Cordell Hull, former US Secretary of State and Nobel Peace prize laureate in 1945)
