It's kind of reminiscent of 5e's advantage mechanic - much stronger effect in the middle of the range and tapering off at the edges.
If your target is 14 or 15, then the +2 provides a 16% increase in chance of success. But at a target of 5 or 24 it is only a 3% increase.
