More importantly, the "right set of reforms" include reducing investment by at least a quarter, and probably a lot more, and reversing the transfers that made consumption so low (and manufacturing so competitive).
Another understated obstacle to industrial policy is that it requires a lot of reading, and qualitative scholarship, which economists and policymakers tend not to like
