Seems like the officer behind Pretti draws his weapon *after* Pretti has been disarmed. Given how he's the only one I can see with his weapon drawn at that point, it seems like he's the shooter (or initial shooter), which means he repeatedly shot an unarmed man in the back.

That's just murder.
