It's not just about the projects that make it to council, it's the ones that don't even get that far because the developer looks at the numbers and concludes "this project isn't viable". You're just being pedantic here -- land use is just as much a barrier to affordable housing as financing is. Cities cannot fail to do their part on land use reform and then pretend it's all the other governments' fault.

If you want affordable housing, the first step is legalizing it!
