Born in '74 in MD and I remember dads pull tab Bud cans. Don't think he stocked up before I was born. Lots of regional canner/bottler companies and I have no idea if retooling from pull-tab to push was complicated, but many might not change until regulation forced it. Pull tabs in beach sand sucked.

I used to take BART to SFO frequently and often saw crews do a quick trash pickup with handheld grabbers during the turnaround. Your point still stands, trains are often pretty grubby by the time they enter urban cores. More staff would be a boon.
