Some bars that are basically glorified restaurants (Revelry) insist on 21+ at all times (even during the day). Some complete dive bars with no food options (Yellow Jacket) will let kids in all the time.

But....we do....here in Austin for example we have those all over the place. There's a ton of breweries and other venues with built-in playgrounds. And it's awesome.
