It is but that doesn't mean it's the type of music that everyone likes the most. Taylor Swift is a pretty good example of pure pop in my experience she's very popular amongst people who primarily listen to pop music but most of the people I know who prefer other genres don't like her much at all.

My point isn't dependent on how you define genres as long as those definitions are based on the attributes of the music vs in how many people end up liking it.

There are pop songs that are popular with people who primarily listen to pop, because they do pop things well. There are pop songs that gain popularly outside of that group because, in addition, they do things that appeal to other audiences.
