There’s a case for prosecutors specifically leaving not helping them. The prosecutors still have to make their case to a judge, and can be disbarred or sanctioned if they do the wrong thing. If all the skilled prosecutors leave, then they will be left bringing fewer cases and losing more of them.

If you read the article, it’s pretty clear that “rebuilding” refers to fixing the loopholes and counter-majoritarian mechanisms that allowed them to take power and putting safeguards in place to make a second attempt at fascism less likely to succeed.
