The lack of real structural reform in health care is definitely a long-standing issue.

The Council of Europe released a "Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law" (www.coe.int/en/web/conve...).

This acknowledges that AI can have positive and negative effects and at least starts to talk about redress. Worth a read, and I'd love comments.
