The danger is real per the links below . The council does not have a security force. The Gardaí are not resourced to deal with this additional work. So the approach is to wait until they are ragged and remove them under littering laws.

There is a risk to the health and safety of any council workers removing flags. As an employer, the council has a duty of care towards its staff and won’t put them at risk of assault. The risk is very real, there are some dangerous people involved in the flag operation.
