Concern here is not so much risk to government or Hydro or ratepayers, but to Indigenous communities.

Itโ€™s not clear what oversight (AMC? new Crown-Indigenous corp?) exists to ensure financial benefits flow to Indigenous communities who partner up with non-Indigenous companies.
